The article is devoted to one of the urgent problems of modern migrantology — regulation of the qualitative composition of external migration flows and selective structuring of labor migration using the example of the EAEU member states. Effective tools for professional and qualification structuring of labor migration are the intellectualization and cognitive-mental adaptation of foreign workers and job seekers in the country of entry. The operation of these instruments in the EAEU region is associated with the development of the scientific potential of the member states of the Union. Structuring labor migration through intellectualization, cognitive and mental adaptation and science-oriented development of the EAEU countries is multi-vector and involves a comprehensive solution to the challenges of building a high-tech and efficient economy with innovative, creative and infrastructural industries; restructuring the labor market taking into account sought-after and promising professions, overcoming the imbalance of supply and demand of labor resources; digitalization and information technology support; formation of a unified educational, scientific and technological system with a common regional mental, spiritual and moral component and a mechanism for academic mobility; strategic planning; national and regional technological sovereignty; ensuring national and regional security, personal data protection; diplomatic and foreign policy aspects of interaction between the EAEU member states; financial and legal regulatory mechanisms. In considering the issues of building a unified educational system and academic mobility, the results of the author’s sociological research among foreign students of universities of the Russian Federation are used. The analysis of the structure and potential of the Russian labor market as a recipient of labor migrants from the EAEU member states, and the potential of the labor resources of regional migration donor states uses the results of sociological research published by the author in monographs. The article is scientific and practical in nature, which makes it relevant for specialists in the field of labor migration and the labor market, education and enlightenment, academic mobility, strategic planning, as well as for researchers and university students studying in the fields of international law, international economics, political science, national and universal history.
